There are a fair number of free editing tools...non-linear editors...that work in Windows. Some are cross platform and work in Linux or OSX as well.
One that I have recently seen is called DaVinci Resolve 12. And Lightworks also has a free version available. Others include Aviutil (there is an English version as well as the original Japanese), Vidiot, Swiss Movie Knife, and VideoPad Editor. Probably a lot more than this to be honest.
I hadn't heard of Openshot before this article, but then, I don't work with home made video very often, and haven't had a need to explore all the NLE's that are available.
