Because disc drive handle damage sometimes better at higher speeds:

This is directly controlled in firmware.
When the drive senses that some area of the disc has damage and it’ll automatically lower the disc speed to reread that area. You can’t force it to read it at high speeds.

Some drives respond to “Set CD Speed” MMC command.
You may try Nero DriveSpeed on reading damaged discs.
