Welcome to the forums Kevinsky. The drivers for optical drives are contained within the Windows operating system and, unless there is serious corruption of the system, do not need to be reinstalled. I don't know of any site that has just the drivers for download.
Could you explain your problems in more detail? This seems to be a very old dvd drive, from 2005 or so? From the little I got by way of Google, it seems to use the older IDE interface instead of SATA.
Does it show up in Device Manager? Is there a yellow exclamation mark next to it in Device Manager?
Have you checked DMA status for the drive? http://forum.digital-digest.com/f105/how-check-your-dma-status-reset-if-necessary-61905.html
There is also a Microsoft fix-it tool for optical drives, but it rarely works: http://support.microsoft.com/mats/cd_dvd_drive_problems
