Hi and Welcome!
it is really difficult to tell, if the DV9650 is an adequate replacement for your bad DV9548. Here are the specs from HP website to compare:
The TS-L802A supports reading HD DVD (those who lost the HiDef format war), but DVD writing speed is limited to 4x max, according to this thread: http://club.cdfreaks.com/f142/ts-l802a-first-hd-dvd-drive-notebooks-155447/ (comment: ouch - this drive is at least 3 years old).
Normal slim DVD writers support 8x max DVD writing speed.
If you look into the specs (please compare with your own hardware), then you will find out, that the 9650 is equipped with a HDMI connector, which allows you to connect it to a modern TV set or a digital display. And there is a bigger HDD.
In my opinion, both are of approx. the same value. My suggestion would be to keep the laptop and buy an external burner. These are much better than those slim, fragile laptop drives.
