Not quite. What the Judge ruled is that the De-CSS component of the software was illegal in the US, not copying the dvd as such.
Of course, different laws apply in different countries.
In some countries, the DeCSS component is, no doubt, legal if used solely in aid of a legitimate back-up.
In others, e.g. Australia and the United Kingdom, all dvd movie (and audio) copying is illegal anyway as back-up exception only applies to programs in those countries.
