What is the best way to remove css encoding from my DVDs?

I assume you are using a PC? Then you need special software to do that. You can’t actually remove it from the original DVDs themselves, but you can make a copy of the DVD which can be stored on your hard drive without the CSS protection.

One of the more popular Windows programs for this purpose is DVDFab HD Decrypter:
