Controlling LiteOn CD-RW speed ala PlexTools?

Anyway to control the speed that LiteOn CD-RW drives read discs ala PlexTools?

I hate it when my 48x24x48 keeps spinning up and down when I pause for a second viewing images/videos/files off my discs.

It would be nice to lock it down to a constant speed, and prevent it from spinning down so quickly.

Nero DriveSpeed is designed to do this on any drive, but it will of course slow your transfer rates.
