Why is there a CQ-spike?

Could be the writer, sometimes I have extreme different results with my older writers, especially with Plextor.

The old (bought more than 10 years ago)HP-branded CMC-media is good media with a good writer

I guess 4x only means a standard write-strategy, not specific for this media. Pioneer is maybe the only manufacturer which also have write-strategies for very old media in the Firmware of BD-writers. The competitors don´t have such things in the writers of last ten years

The question remains if having old writing strategies with new drives gives any benefit. The other CMC MAG F01 disc I have burned recently was on Pioneer DVR-116D @4x, but the scans were more ugly (especially on BenQ).

But the 116D is maybe more used and the older drive? Never had a x16-drive, but x15 were good and x17 awfuk with most -R media.

I think some 4x-media could be very good with a standard-strategy, but some not
