CD-R (7,800 KB/s) vs DVD-R (22,160 KB/s)

Will installing programs/games (like windows) from a DVD-R be any faster than installing from a CD-R.

Theoretically the DVD-R should be almost 3 times as fast.

Also what if the reader had to keep jumping/skipping around different parts of the disc to read data? Which is faster CD-R or DVD-R

Yes, the DVD should be faster by up to a factor of 3 depending on the drive, this supposes a DVD drive that reads DVDs at 16x and reads CDs at 48x, and that the read is sequential without any seeks.

They have roughly the same seek-time (perhaps slightly higher for DVDs), so the more you have to seek on a disc, the closer the DVD read performance will come to that of CD performance.

48x is 7,200 KB/s though…
Both technologies aren’t easy to compare because you have to consider average speed values and different ways of “16x DVD” (CAV vs. P-CAV vs. Z-CLV)…
