AFAIK, Vaccination Scar is a single track, and only available on Puretracks as a .WMA file, or on the radio. It’s definitely not available as a CD single at ANY stores in Canada, is also not listed by Gracenote or freedb. Also, nowhere does it state the 2.8 million “attempts” were solely from Canadians. Interestingly 2.8 million is roughly 10% of the population of Canada, remember also that “platinum” sales here is 100k, not 1 million. All in all, seems like a lot of inflated numbers being thrown around. Especially when you consider the actual sales of even the most popular albums in Canada. If they do end up changing the laws again, I would hope our levy on blank media is removed. Can’t see why there’s a levy being paid to the music industry, on something I mainly use for data.
