Can very rare use of optical device make it malfunction?!?

I haven’t burned DVD for months and I can’t even remember when I burned my last CD. The same applies to reading. I use Linux and all updates/installations are made from the net, so there is not much need for using it.
I recently found that the device is having hard time recognizing CD/DVD media in it (some don’t recognize at all especially CD).
I suspect that it is dust on the optical parts.
Can it be because of parking movable parts in one position for a long time?

Any suggestion how to try to repair it?

Likely dirty or just hardware failure. Use, or lack there-of should not be a factor.
