Can a DVD/BD-ROM drive burn a CD-R when really trying hard?

Can a ROM drive such as GDR-H20N or iHOS104 burn a CD-R when really trying hard?

Doesn’t reading the BD-RE need as much laser power as writing a CD at low speed? Maybe the drive can burn the same sectors multuple times to increase reflection difference and rotate multiple times for each pass.

Can a blue200nm/red 450nm laser replace the 780nm IR laser?
