Can a blue BD laser read/write to DVD/CD?

On Quora, the user called Michael Daniel claimed to own a BluRay player, which used solely a blue laser for all disc types.

The recording dye layer of blank CDs and DVDs are optimised to properly absorb wavelengths of 780nm and 640nm, respectively. Although a blue laser may be able to read pre-recorded data, it may not absorb enough of the much shorter 405nm wavelength to be able to reliably record with a blue laser.
