It’s works now I uninstalled the camera at Device Manager and restart PC while the camera still hookup.
Windows see it as a USB Dual-mode Camera now has newer driver.

Now when I plug in camera then a popup screen says USB Dual-mode Camera Device connected - Select the program to launch for this action. Give’s me a choice between Microsoft Scanner and Camera Wizard or the Picasa 3.
