As far as the solution request. There's no hard solution. It's not "a peculiar problem". That's the whole reason that region codes exist. Not being able to play them in other regions is what region codes are used for.
As far as the help request. Get AnyDVD. It allows you to watch a movie (on your computer) from one region on a drive that set to play only DVD's from another region.
It might suddenly occur to you that you would like to backup a movie from another region. You would probably also like the backup to be region free. AnyDVD can do. Do you have a player that will play a region free backup disk? About 4 years ago, I had to talk a rather shady engineering friend of mine into hacking a Sampo player of mine to make it "Region Code Free" as well as "VCR Friendly". Don't know if you can legally buy a region free player nowadays.
But if your talking about converting PAL to NTSC ... Alas ..... AnyDVD no can do.
