The Matshita DVD-RAM UJ-850S is a laptop drive and since it's newer than my UJ-840S drive, I'm sure it also has write strategies for the most popular 16x rated DVD media.
I agree with TimC that the firmware in the drive probably doesn't recognize the media, and burns it at a default 4x speed. My UJ-840S uses 2.4x as the default speed for DVD+R media it doesn't recognize, however.
You could try some other more widely compatible 16x rated media such as Verbatim if burning at 8x is important to you.
