Blue screen on dell dimension 4700 at start-up

need help quick when i turn on my dell desktop the windows logo comes up for about 8 to 10 minutes then a blue screen comes up with the message: STOP:c0000135 (unable to locate component) This application has failed to start because KERNEL32.dll was not found. Re-installing the application may fix this problem. how can I fix this?

Can you boot into safe mode?
