I want a good, cheap and reliable scanning device. Which of these is better:
LiteOn SOHD-16D2P (Sata)
SOHD-16D2S (IDE)?

it doesn’t matter if the drive is connected to a SATA or PATA controller.
Please note that DVD-ROM (and Combo) drives give scanning results that are not comparable to those obtained with a DVD writer.
