Better disc readability at lower potentiometer (laser trimmer) settings and higher speeds?

I noticed, that a disc drive can deal with damaged discs actually BETTER at higher rotation speeds and lower potentiometer settings (laser trimmer).
No hiccups caused.

For audio CDs, the audio quality itself is slightly worse at higher rotation speed, but at lower speeds, the disc drive needs a minute to read three seconds of audio due to the hiccups.

DVD burning also degrades CD laser?
