Best program to monitor/manage programs running in windows

is there a good free program or something in windows that allows me to monitor & mange programs running, & tells me which ones are crucial & which ones are not & gives me a way to stop unneeded programs running in the background.

That’s a needle in a haystack. Endusers will not have the same configuration as you so it’s hard to tell what is needed and not needed. Your asking a open ended question that doesn’t have a solution to it.

I have seen this before, when you select to stop a process running, will it stop for only that time one has the computer on or will it stop the process indefinitely until one specifies other wise? can one restore a process if they accidentally stop an important process?

No, the computer will likely crash or become nonresponsive.

I would suggest Autoruns.

That entirely depends on the systems (registry) settings. If the program is defined to start up (again) at a certain level, it will do so. Task Manager can only kill and create.

No, but one can write a monitor program that will restart programs (services) when needed.

That’ll only grab the visible services. There are a lot of invisible services and other means of resident programs.
