I had the same issue today. After many avenues gone through, I had to remove the yellow patch cable provided by Belkin that connects the modem to the router. I replaced with a standard ethernet cable. That immediately resolved the issue for me.

I should also add that I have the AC750 DB N router. I did not have to set static adresses, either.
