This is not the case. By default DiscJuggler is configured for Mode 2 CD-XA, but you can easily change that to Mode 1 CD-ROM temporarily or permanently for recording to any type of file.
To do this temporarily while in the Create new CDs task, navigate to "CD Recording" -> "Advanced" and select "Mode 1 CD-ROM" as the type of disc you wish to create. Then drag-and-drop your AVI files.
To do this permanently make sure all tasks are closed. In the program menu navigate to "Tools" -> "Options" -> "Pre-mastering" and select "Mode 1 CD-ROM" as the default configuration whenever you open a Create new CDs task. Press the OK button and open a Create new CDs task to begin pre-mastering to a Mode 1 CD-ROM disc.
