Not really. If you start with a low quality source, you aren’t going to be able to fix it with software. It is possible to apply filters and sharpen it slightly, or get rid of a little noise perhaps, but you’re still going to wind up with a lipstick covered porker.
If you are interested in the process, look up AviSynth and the various types of filters that can be used with it. Not for the fainthearted by the way, as this can get involved.
