Unfortunately, the cost of a heat fused disc laminator is going to be rather high. Most of us looking for that professional sealed print look are using glossy printable media. As you have an Epson with claria ink, I think you would be very pleased with the results. Waterproof glossies such as TY Watershield, Verbatim AquaAce, or Falcon Smart Guard are generally in the $.60/ea. range. Non waterproof glossies can be found at regular matte printable pricing. Have you tried any of these options?
