Prob cuz we just want the best.
Personally, I do burn at max speed so long as there are no major issues...which is the case for me.
Burnt numerous dvd+r's at 8x....some at 4x just for testing and comparison.
I only burn dvd-r's at 4x since quality is fine in my standalones unless the dvd-r's can't handle 4x(no longer the case with recent purchases). Also....burning at 1 speed, I can easily compare quality when doing kprobe scans which isn't the case if i keep on changing burn speeds.
I used to borrow a friends dvdburner before i bought mine. 1x dvd-r burner...

Most ignorant consumers who buy dvdburners...usually packaged with pc's will burn at max speeds because they don't know any better.
It's most usually anal users like us who like to burn slower just for that little bit of probable quality.
