Reinstalling Windows may help.
I have a PCI-IDE/SATA card with exactly the same VIA VT6421A chip.
I have installed SONY CRX320E combo-drive as Master and a Samsung 40GB HDD as Slave. First time I had the same problem: after installing VIA RAID drivers and restarting my system froze just on the blue screen. After pushing the Reset button on my system block the Windows started and worked fine. Sometimes this system hang-up problem occured, but also could be fixed by resetting.
Two days ago I restored my system from a backup image, which was made just after installing a fresh copy of WinXP SP2, just before the first start and configuration. The image was restored successfully and Windows started with no problem. Immediately it asked for RAID drivers and I used the drivers diskette that i had previosly made from 'drvdisk' folder situated in the VIA RAID Drivers archive. Then I installed other drivers and software and now no hang-ups at all.
But I have a CD-RW/DVD-combo and an HDD, while you have installed 2 Pioneers on that card, so here may come another problem.
Nevertheless, when I tried to install my DVR-110 as Master, HDD as Slave on VT6421A and CRX320E on my 2nd mobo IDE channel, the 110 burned a DVD at full 16x quite well.
But now I have a DVR-111D@111L, so the Pios are on my 2nd IDE, Sony combo and Sams HDD on the PCI card.
