I recently got an IDE PCI card, based on chipset ITE 8212 and it appears to work well. Currently I've connected a DVD-ROM and a CD writer and I'm able to write at full speed (52x) with it. The reader also works at full speed. For the moment no DVD-Writer is connected there. I also have a UDMA 133 80-wire cable. Didn't notice anything wrong with the CPU usage during burning.
This card has 2 types of BIOSs. One is geared for IDE hard drives and the other for ATAPI drives. I'm using the later, of course.
So this means that it's possible to successfully have optical writers connected to IDE cards, you just need to do some research and pick a card with an appropriate chipset.
