Hardware problem: Trouble burning with NEC 1300A. Exhausted all possibilities - please help!

Ever since I've reinstalled Windows XP Professional (with SP3 bundled) I haven't been able to burn DVDs or CDs. However, I was using this exact Windows release prior to my reformat/clean install and had no burning issues whatsoever.

Note: My DVD-RW burner is a NEC ND-1300A. I've also upgraded to the latest 1.0C firmware. I've alternated burn media from Sony, Memorex and Maxell just to narrow the variables.

I've checked the settings under Device Manager for IDE ATA/ATAPI controllers, but I'm not sure about one of the settings. Device 0, under Primary IDE Channel, has Transfer Mode set to DMA if available and Current Transfer Mode displays Ultra DMA Mode 2. However, Device 1's Transer Mode is set to DMA if available, yet Current Transfer Mode is set as PIO Mode. Under Secondary IDE Channel, both Device 0 and Device 1 have Transfer Mode set as DMA if available and both devices' Current Transfer Mode is set to Ultra DMA Mode 2.

Could Device 1's Current Transfer Mode value be the culprit? If so, how do I change it? Below is a log from Nero 7 when a burn process failed:
