My Optiarc AD5540A will only read dvd's at .9 speed?

It used to read dvd's at 3.0 speed approx but now .8 or .9 on any dvd. I am using dvd decrypter to rip to the hard disk. This is on my dell 1505. It used to read dvd's at 3.0 speed approx but now .8 or .9 on any dvd. I am using dvd decrypter to rip to the hard disk. Even external usb 2 drives run slower where the external sony used to read at 8 or 9 times it is now 3 times. I also tried ripping with the 5540A in save mode and same result .8 or .9. I am puzzled why everyting is so slow. Even in safe mode. I have checked to spyware and viruses and that is not the cause. Does anyone have any other ideas please?
