If a DVD Writer supports CPRM all that means is that it is able to play/record CPRM nothing more. Only the DVD VR format (Video Recorded) NOT DVDV (DVD Video) or any other format is supported by CPRM. So when you burn your discs in any format doesn't mean CPRM will be stuck on them, you have to choose DVD VR format and turn CPRM on in the actual app.

As for Video Recorders I have no idea when they use it as I capture everything w/ an A/V card directly to MPEG2.
