Windows is known for such bugs, also some programs just crap up and then dying in a loop so the computer cannot shutdown...

Some software that was installed won't close out!
Delete all software from your auto load that you do not need! Plex tools has been doing that lately as well as some internet connections.

/me is guessing that your motherboard is not ACPI compliant, or you have followed a guide to "tweaking" which has requested you change your "Computer->ACPI" to "Computer->Standard Computer".

If that is the Case, undoing the driver change doesn't work (unless you use system restore) and a re-install/repair of the OS is required for it to redetect the ACPI.

Otherwise, you will need to turn on the advanced power options in your Bios.

Also micosoft anti spy ware has been refusing to let go lately when installed with spy bot!
Try closing your internet connection and programs and see what happens!
