A good question. I´ve been using Vista Inspirat for several months and have not experienced any problems. Get it here:

It is important to remember to add all installed DVD playback programs to the list in "Settings", otherwise Region Free won´t work with them.

You can also make your DVD's region free with DVDFab and AnyDVD

(this thread comes up a lot in google for those wonder about the late reply)
