I have both an NEC 2500A, and a Liteon 812s@832s (EEPROM Mod), and I burned a disk with the NEC 2500A...
When performing a transfer rate test, the curve isn't very nice.. It is up and down. When I scan the disk with the Liteon, it is a perfect curve...
Is this because of NEC's bad reading ability? Is this something I should worry about the disk not being able to be read well in the long run?

No need to worry.
On my old system (P-III) I also noticed small spikes up and down on transfer rate curve, when I was multitasking.
My new 800 bus system is not effected by same (user) behavior at all. I can surf forum, open other tasks, backup another DVD aso, at the same time I perform speedtest (or burn). The curve is always smoth.
Sometimes there may also be some small read "problems" when the disc is spinning at high speeds. Remember "normal" dvdplayer reading is at 1X.
If unsure, you can also perform disc quality test with a Surface Scan (same tool).
BTW, for critical data backups, I always use high quality media.
