Does optical quality differ from brand to brand?

Are the lasers basically the same optical quality in all DVD-ROM's and Read/Write recorders? Is it pretty much a generic laser that everyone uses, or do the manufactures all make their own versions?

I've read that it's better to read and write from a Read/Write drive (due to it's superior optical lens quality), than it is to read from a less expensive DVD-ROM drive and write with a separate RW drive.

Any thoughts on this?
