Empty disc is 'NOt an Empty Disc' (Alcohol 120)

I'm trying to burn a 'cue' and 'bin' file onto DVD-rw disc. Whenever I attempt to start burning it claims that the DVD disc I'm using is NOT empty. But it is. See the messege for yourself below:-

View/download images and remove advertisements by registering now! (it's easy, free and takes less than a minute)

You must be registered in order view images in this forum.

The Disc has already been used successfully by Nero and been erased fully by Nero too - so it's empty.
