If you want a ready made program for this task-take a look at the Acoustica offerings. If you want editing for MP3 then you can also try Ashampoo Music Studio.
Depending on your goals youu may need a "suite" of programs to accomplish them.

Try Audacity:
It's a free download.
You can highlight segments of your waveform (wav, mp3, etc...) & cut, copy & paste these segments elsewhere in the waveform or on a new adjacent track/channel.
You can click on "view" & choose "mixer board" for a traditional multitrack/multichannel slider console interface.
Also, be sure to download all the plug-ins so you can fade in or out, eq, chorus, reverse, phaser, compress, time and/or pitch shift, or remove background noise from all or just part of a track or tracks.
(It's cool to flange just the chorus of Imogen Heap's "Hide & Seek".)
