On a standalone DVD recorder? Yes, if you want to be able to play it on other players.

If you use a program like IMGburn on the computer to burn a DVD-Video, it will automatically finalize the disc after burning.

I'm not absolutely sure about this last one, so some one else might want to jump in. But I believe that if you're using the double-layer DVD for data storage, it's not necessary to finalize the disc (data can be added each burning session in this case), but other computers may not be able to read the disc (like ones before XP).

Hi
If you want to play a DVD -/+R DL in another compatible device you have to finalize it. At the end, DL only adds capacity to the disc, applicable principles don't change that much and the exception being DVD+RW DL that doesn't require it at least when you use it as a large floppy.

No the only DVD writing that you need to finalize is when you record it with Stand Alone DVR recorder. In addition, DVD+/-RW you need to finalize if you need to play it in any other DVD players.
