You most likely have an autolaunch program checking discs as you insert them. Either players, or packet writing software.
Disable player software autolaunch, and uninstall packet writing (drag and drop to disc) software.

Sounds like you are using drag & Drop burning, which is the worst way to do it.

Try using a dedicated burning program, rather than windows inbuilt drag & drop software, or packet writing.
IMGBURN is freeware and works in Vista x64 .. can see no reason why it shouldn't work in Vista x32.
