Encoders vs Transcoder what the differences?

Hi all,
i have need to know what is the differences from the transcoders and encoders work.
Somebody said that the encoder are more slow but the final output is truly better of the transcoder, and i woul know why?
What do the encoders like Cinema Craft and What do theTranscoder like Nero recode.

What are you doing that you are wanting to know all of this stuff.. Most of us that do a lot of this, don't even care to understand everything about how it works..

It means that I frames are decoded on their own, without reference to the P and B frames around it. The P and B frames rely on frames that come before them and the I and P frames influence the frames that follow, so the change in frames is the important part of the encoding process here.
