Best thing would be to convert the original audio stream direct to AC3.

No its not necessary to convert the mp2 to ac3. Only do that if you want a 100% compliant DVDR thats all. DVD specs require an AC3 channel, however, many (not all( DVD players can play mp2 audio. An mp2 and an ac3 file are stored the same way (hence same file size) just the header is quite different.

The author of DVD2SVCD is working on an avi to dvdr with ac3 sound conversion at the moment. Why he hasnt used BeSweet to do the job as some Pioneer DVD Players appear to not like the ac3 output of BeSweet.

ALL DVD players can play mp2 audio (just because every dvd player must be able to play VCD, and VCDs are mp2 audio), but some won't play mp2 on a dvd-video :/

Then either use Sonics SoftEncode or AC3Enc that comes with Sonic Senarist (probably the same engine), either will solve your problem for ya.

Doesn't the new version of DVD2SVCD leave the audio soundtrack alone now instead of encoding it? or have I read it wrong?

If your encoding DVD to DVDR and have in the Audio section the box ticked for "Do Not Convert Audio..." then yes you are right it doesnt do any conversion. Even the old version did this, nothing changed there. However, if your converting AVI (with or without an AC3 audio track) it will convert it to MP2 form regardless as the option "Do Not Convert Audio..." is greyed out. Again, thats exactly the way it was in older versions. What we want is either leave the audio alone if its AC3 or convert it to AC3 if your doing DVD.

I also find Scenarist errors out everytime trying to mux the *.mpv video file with the *.mp2 file anyway so you need to manually convert the MPA, WAV or the MP2 file that was extracted or encoded by DVD2SVCD to AC3. And then manually author the 2 files together.
