that's way too broad of a question.

it depends on your sources, your purposes, your system, and your expertise.

give us a little info on what you intend to do and how familiar you are with dvd and video editing and then we might possible be able to give some suggestions. please also include your system specs.

if you're not sure what you want to do i suggest you browse the forums and also www.videohelp.com in order to get a better idea. at that point we;d be happy to answer more SPECIFIC questions for you.

I'm working in a firm that makes advertisements and commercials for tv and web. somtimes we need to make a DVD with some of our best commercials for for companys that want to use our services (somthing like a models book of photos).
to make that DVD, we send the MPG files to a company that burns it for us.
we pay a great deal of money

if you work at a place that makes tv commercials can't you just use their editing equipment? chances are whatever they use will be better than anything you can purchase for your home (at a resonable price at least)

you still haven't answered a lot of my questions.

willl it be you personally doing the editing? Have you ever edited before? are you looking for something in the higher end consumer to pro range or more the beginner range?

is there a price range?

what are the specs of the computer that it will be run on?

if you want my opinon with absolutely no information (which is how it seems like this thread is going)

best: Avid'
if you have a mac, 2nd = FCP
if you have a PC, 2nd = adobe premiere

if you have no idea what you're doing and have never edited before, it will take you a VERY long time ot get a hang of any of those programs so plan your schedule accordingly for whenever the project is due.

the quality of the ouput is a function of the person behind the keyboard so again if this is your first editing attempt...you might want to think about hiring someone and sitting in on their session if they allow it

at the low end of the spectrum you can just use plain old windows moviemaker that comes pre-installed on most windows PCs. if you have no experience with editing then using a pro program isn't going to make your projects any better.
