I have a customer that wants to restricts access on his PC, so his kids don't go to certain sections of internet.

I have McAfee. I got it for free since I have comcast but I'm not sure if you or the customer does or not.

Get SteadyState (free!) to protect your XP or Vista computer. You can edit any account on your computer on what they can and cannot.

For internet filtering you can use OpenDNS
