Doesn't have to burn good quality at 16-20x. As long as it makes those extra cheap discs reliable to use (not for storage/archival of course, but as in compatible playback with a lot of different dvd readers).

BenQ burners have been a godsend in this regard.

Can Samsung SH-203B do the same, or is it picky about the discs it burns well?

In my experience it will burn not so good media well, as long as you don't try to burn it to fast. But, poor media in, generally means poor results out.
The exception would be the Pioneer 112 series which copes well with poor quality media, more so at 8x burning speed for 8x and 16x media.

I've gone from a NEC 3540 to a Pioneer 110D to a BenQ 1640 to a Lite On 20-A1S to a Samsung SH-203B.

Now, I don't have Dee-level respect around here, but my experience on crap discs has been better on the BenQ and Lite On than on the Pioneer and Samsung.

The big difference has (oddly) been aggressiveness. The Samsung tries by default to burn some of my media at 18X that is only 16X rated, and it doesn't work at 18X. the BenQ only tried it at 16X (then again, it was only a 16X drive), and the Lite-On doesn't try to overspeed unless you turn on a tweak setting. If you do turn on the tweak setting to overspeed, it turns on online hyper tuning, which then seems to adjust for the crappiness of the discs (mostly by slowing down) and thus it still succeeds at burning these poor media, unlike the Samsung.

So for me, it's the Lite-On. I'm sure the Pioneer is nice too.

Ok, I already have DVR-111, but it's perf on poor media hasn't been as stellar as with BenQs. Those can burn on toast or sand paper almost, it seems

Some may have good reasons to use el-cheapo media to avoid a waste of money, for example for giveaways, short-term backups and so on. While still wanting usable discs. I'm myself in this category sometimes.
