To even read a Blu-Ray/HD-DVD disc you would need UDF 2.5 support.

The link you posted is to mastering tools. This software will allow you to format a directory into an iso image, and burn that iso image to disc. It has nothing to do with Blu-Ray/HD-DVD Video.

Auctial Video Authoring software is a bit slim for all PC Operating Systems. Take a look at Nero Vision 8 (for windows) or for professional level try Scenarist http://www.sonic.com/products/Profes...quicklook.aspx.

Linux and DVD Authoring is well documented, and widely available. Check out DVDStyler (www.dvdstyler.de) for an authoring application. For encoding there's FFMPEG, Mencoder, and mpeg2enc -> part of the mjpegtools project which includes the excellant code base from Brent Beyeler's BBMPEG (now Mainconcept's Mpeg encoder)

For Linux multimedia authoring I'd sugest you post in your Distro's forums, lurk around www.ubuntuforums.org in their 2 multimedia forums. www.vcdhelp.com has a Linux section, as does www.doom9.net

For DVD authoring in Linux, I recommend Q-DVDAuthor. It is a frontend for the Linux dvdauthor application.
