sorry for not updating , been busy ,post 3296 isAerial spacer cable insulator, allows the running of a three phase line in a minimum amount of space. The hook on the bottom left is hung on a steel messenger cable and the conductors are placed in the large inner grooves, with the small outer grooves being used for tie wires.(see below)

Well your very close Ivan but it wasn't just opium bottled in the old days ,there was poison bottled in those bottles.(this one says poison on it)

Post 3308 is a valve wrench-The other side of the this tool reads "Milwaukee Valve Co.", so it's most likely used to open and close a valve.

ok post 3316 and post 33320 Cap bombs, a paper cap is inserted into the opening and then the device is dropped on the ground to detonate it. The one on the right is Admiral Dewey.
Sorry zathros I guess Roosevelt was wrong.

Don't know if you have these in the US but here's the sort of tool we use here in the UK.
