It could be female dogs in the line waiting for that stud to finish peeing .

Maybe a farrier tool.
Cobbler or leather working tool.
What makes it harder is not knowing the approxamate size.

You guys have come up with some good ideas the only one I really knew was the wooden wheel hub and it does look like someone modified it for a lamp.I got a couple more here's one
